In reply to your letter of the
12th. instant, I am directed to refer you to my letter
No. 2938/09 of the 13th. instant and to inform you that
the omission of all mention of Consular Officers in the
regulations to which you refer was intentional. These
regulations were redrafted under instructions from His
Majesty's Government who hold the view that the only
legitimate functions of a Foreign Consul in relation to
a Colonial Administration are those connected with the
welfare of his nationals as individuals, in which category
such application as are the subject of the regulations do
not fall.
